The Pennsylvania Department of Environmental Protection has issued the Authority \u00a0of Delmont an NPDES Individual Permit for Stormwater Discharges from its small Municipal Separate Storm Sewer System (MS4). \u00a0The Authority\u2019s MS4 system is inclusive of inlets, catch basins, storm sewers pipes, swales, and stormwater detention facilities, among many other facilities that collect, convey or manage stormwater. \u00a0The MS4 Permit regulates discharges from the Authority \u2019s MS4 to the Waters of the Commonwealth with the intent of reducing the discharge of pollutants and increasing water quality to the maximum extent practicable. \u00a0To comply with the requirements of the Permit, the Authority must implement a plan to address the following six Minimum Control Measures (MCMs):<\/span><\/p>\n

  1. MCM 1 \u2013 Public Education and Outreach<\/span><\/li>\n<\/ol>\n

    1. MCM 2 \u2013 Public Participation and Involvement<\/span><\/li>\n<\/ol>\n
        \n
      1. MCM 3 \u2013 Illicit Discharge Detection and Elimination<\/span><\/li>\n<\/ol>\n
          \n
        1. MCM 4 \u2013 Construction Site Runoff Control<\/span><\/li>\n<\/ol>\n
            \n
          1. MCM 5 \u2013 Post-Construction Storm Water Management in New \u00a0Development and Redevelopment<\/span><\/li>\n<\/ol>\n

            1. MCM 6 \u2013 Pollution Prevention\/Good Housekeeping<\/span><\/li>\n<\/ol>\n

              Residents Roles in Helping to Prevent Stream Pollution<\/span><\/p>\n

              Authority customers can help reduce the discharge of pollutants to the streams and protect water quality by doing the following:<\/span><\/p>\n

                \n
              1. Never dump anything besides stormwater into a storm drain, inlet, swale or stream. \u00a0Dumping in these areas is an Illicit Discharge and is a violation of the Authority Prohibited Discharge Ordinance.<\/span><\/li>\n<\/ol>\n
                  \n
                1. Report Illicit Discharges. \u00a0If you observe anyone dumping anything into the MS4 system or notice a non-stormwater discharge entering the MS4 or a stream, immediately notify the Authority at (724) 815-9298.<\/span><\/li>\n<\/ol>\n
                    \n
                  1. Pick up and properly dispose of pet waste. \u00a0Pet waste should never be disposed of in a storm drains, inlet, catch basin or stream.<\/span><\/li>\n<\/ol>\n
                      \n
                    1. Wash vehicles such that wash water does not enter the MS4. \u00a0Wash vehicle in lawn or gravel areas, or take them to commercial car washes.<\/span><\/li>\n<\/ol>\n
                        \n
                      1. Recycle or properly dispose of hazardous materials including paints, used oil and chemical.<\/span><\/li>\n<\/ol>\n
                          \n
                        1. Pick up litter, debris or garbage from yard, sidewalks, driveways and other areas so that it is not washed into a storm drain.<\/span><\/li>\n<\/ol>\n
